Summary: The Re- Entry Project titled "Philippine Army Assistance to Rural Advancement through Livelihood (PAARAL) Program" was conceptualized to address the prevailing issue of the exploitation and involvement of Out-of-School Youths(OSYs) in criminality and armed struggle, and further transform them to become reliant, responsive and productive individuals. The project is a paradigm shift 64th Infantry Batallion from a purely militaristic solution to engaging the different stakeholders in a larger spectrum in which the unit embraces the broader frame of human security and gives equal focus to its twin role as protector of the people and the state. It was plot tested in Barangay Tumahubong which is primarily agrcultural. It is a leader rubber producer in the whole province of Basilan with the estimated parcel of land measuring 1,301.5 hectares. The site is more or less 12 Kilometers from the town proper and approximately 70 and 30 miles fron the ports of Isabela City and Lamitan City, respectively. It is definitely safe and secured because it is situated adjacent to the headquaters of 64th infantry batallion. The project is significant since it help build a strong foundation of partnership and sense of urgency with the unstinting support of different stakeholders. The objectives for choosing livelihood as an intervention are as follows i.) to provide primitive growth moving for survival; ii) to increase well-being ad economic income; iii topave the way for personal and business advancement; and iv to contribute to addressingpoverty incidence. The collaborative effeort of the 64th Infantry Batallion and TESDA-ARMM, Basilan,that is, lobbying for the scholarhsip grant from central government is the expansion of the intervention, leading to the complete transformation of the OSYs. This hard line approach will certainly contribute toresolving the roots fo the conflict and other social dynamic issues. Nevertheless, the result or impact of this project is for "OSYs to enable them to stay on a path toward productive adulthood, making them less vulnerable to recruitment by terrorist organizations. Characteristically, the project is citizen-centric because the end ogal of this must be "Ramdam ni Juan at Juana". It is collborative because this undertaking shall apply the principle of synergy of efforts to be spearheaded by the 64th Infantry Batallion wiht the support system and active involvement of the different government and non-government agencies. A project team composed of representatives from the above stated stakeholders created to implement, supervise, monitor and evaluate the progress and success of the project. Once successful, this project will be replicated in the entire municipality of Sumisip and even in the whole province of Basilan. The project is relevant since it is achoredon the overall expanding roles of the unit through the conduct of purposive civil-military activities as one of the tools in shaping the environment of the OSYs. Likewise, It is also visible in the sense that the project can be replicated anytime and anywhere. Thus, there is a need to continously nourish the teachings and knowledge imparted to the participants especially on "Family-sustaining programs", the "love of country" and the "value of volunteerism". The PAARAL program aims to ensure positive information of OSYs by developing their mental models and enhancing potentials to become third party advocates and active partners in community development and peace-building.Within the three month implementation fo the ReP, the following are the specific objectives: I) Instill the importance of basic livelihood training, organic vegetables & fertilizer production, and livestock raising as a means of socio economic upliftment of OSYs and their families; 2) Establish stakeholder engagement and intensify the art of persuasion by engaging the various sectors of society; and 3) Integrate civil military activities with the LGUs and other civilian counterparts. There were three major outputs/results achieved: The first is the Training Design/ Module on Organic Vegetables & Fertilizer Production, Cookery, Food Processing and Livestock Raising. The second is the signed Memorandum of Agreement/Understanding (MOA/MOU) and joint resolution by the intitutional Partners. The third is the Action Plan with the edn view of sustaining the program and implementation of relevant follow-on livelihood initiatives. One final output that the proeject proponent intends to accomplish is the release of scholarship grant/funds in favor of OSYs. A letter of request and MOA have been forwarded and subsequenly signed by the Provincial Director, TESDA-ARMM, Basilan dated 01 February 2017. The ideal end goal is that confidence building among stakeholders is established, basic services are delivered freely particularly in the conflict affected and depressed areas; OSYs and other vulnerable sectors have been prevented from recruitment, agitation, and mobilization by threat groups. This situation can foster gradual economic progress and peace stability.
