By: Contributor(s): Description: 77 leaves : color illustrationsSubject(s): Dissertation note: Public Management Development Program Middle Managers Class Batch 12 Thesis (MMC)--Development Academy of the Philippines. Summary: The Re-entry Project (ReP) entitled "Implementing Information Sharing of the National Security Council (NSC) Secretariat Using the InfoSys" was an intervention designed to address the lack of data and information being uploaded and shared in the agency-wide intranet of the Agency known as he Information Systems or InfoSys. The ReP particularly espoused an information-sharing culture within the NSC Secretariat by encouraging and mandating users to upload and share their individual and their unit's holding in order to enhance the contents of the InfoSys. Consequently, the quality of reports and policy advice emanating from the NSC Secretariat that will be provided to and received by the President will be improved once this culture of uploading and haring of information in the InfoSys is practiced by its users. The ReP was implemented in three different facilities of the NSC Secretariat in Quezon City and Manila, with the main bulk of activities implemented in its V. Luna office, where majority of the staff and officials were based. The ReP team was composed of administrative and technical personnel from the Information Management Office (IMO), particularly from the Management Information System Division (MISD), which is the lead unit in the development and maintenance of the information systems needs and knowledge databases of the NSC Secretariat. Of the three ReP deliverables - InfoSys monitoring and evaluation (M&E) report, study on users' compliance to InfoSys requirement, and standard operating procedure (SOP) manuscript - the scholar only managed to deliver the first output. It was a difficult learning experience to come short of the expected outputs of the ReP but the scholar, nevertheless, preserved to finish the remaining chapter of this manuscript. The scholar faced various challenges during the implementation of the ReP, which were later addressed, making possible small victories along the way. More than the ReP accomplishments, the scholar learned valuable lessons as a public manager, outlined at the end of this document, which may be used as guide by future project managers implementing development-oriented undertakings in their respective public agencies.
