Summary: The Division of City of Bogo, being one of the smallest divisions in Region VII, Central Visayas, has significantly increased in terms of enrolment for the SY 2016 - 2017 as compared to the last two school years(2015 -2016 and 2016-2017). It has a total population of 17, 627 in the basic education, among which 3,225 composed the Junior High school students from the 12 public secondary schools. The Philippines 1987 Constitutions declared in Section 17 that "the State shall give priority to education, science and technology, arts, culture, and sports to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development (Bernas, 2003). Per Republic Act (RA) 9155 otherwise known as the Governance of Basic Education Act, the Department of Education has formulated enabling policies and mechanisms to ensure that the school and its community are equipped and empowered to make decisions on what is best for their learners. Studies have shown that effective School-Based Management (SBM) can be established by developing the capability of schools to manage their own affairs. Moreover, the Schools Division Office (SDO) of the City of Bogo supports schools and learning centers and enables them to deliver accessible and quality education to the community it serves by implementing education plans and policies, monitoring implementation of curriculum standards and providing instructional supervision and/or technical assistance and building communities of good practices, ensuring equitable distribution and allocation of resources while establishing linkages among education stakeholders. Among the four key stages of the K to 12 Basic Education Curriculum, the Junior High School stage is said to be the most crucial stage for the students since it is the transition from intermediate graders to more mature grade levels. It is also in this stage where students are at risk of dropping out specially students who belong to families of low economic status. Instead of going to school, their parents advised them to work instead, in order to survive and at least sustain if not uplift their low economic status. With the influx of enrolment, the Division Performance is measured on indicators including the Cohort Survival Rate. The Cohort Survival Rate computes the percentage of a cohort of students enrolled in Grade 7 three years ago who are able to reach Grade 10. It is used to assess the internal efficiency and "wastage" in education. Some schools in Bogo had difficulty in keeping track of school attendance. Some students worked during the school days. A pattern of two to three days a week absence can be seen in Form 1 (School Register) of the student advisers that affected the school performance.
