Summary: The AFP retirees are the target beneficiaries of the Re-Entry Project "Sundalo Noon, Pensionado Ngayon". Under RA 6948, these AFP retirees are those who have rendered at least six (6) years of military service and were honorably discharged from the service. Pursuant to RA 9396 amending RA 6948, these AFP retirees who have entered into military service effective 3 April 2007 must have rendered twenty (20) years of military service and honorably discharged. The concept underlying the project is the pursuit of excellence in public service with the purpose f exceeding the expectations of the clients. The programs aims to give more spirit to the mandate of PVAO as declared in the 1987 Philippine Constitution stating that "The State shall provide immediate and adequate care, benefits and other forms of assistance to war veteran xxxxxx" Under this re-entry project, the PVAO intends to establish a unified and integrated pensioners' database management system with the Armed Forces of the Philippines (AFP). This program provides an opportunity to easily process pension applications and facilitate immediate authentication/validation of the documentary requirements. This project was proposed for the following reasons: a. Non-Integration of Records PVAO and AFP have the same pensioner base. Due to non-integrated and non-unified records, the AFP retirees are required to separately submit identical documentary evidenced before PVAO and AFP to avail their pension benefits. Further, the AFP claimants ought to have a periodic validation before these offices which process issuance of Pensioners' with identical database. b. Coordination is Difficult Considering that request of records from OTAG and Non-Current Records Division are manually done, validation and authentication of military service record takes a lot of coordination. This manual procedure entails a lot of time to process the pension applications. c. Integrated and Uniformed Pensioners' Database is Information Technology (I.T.) Driven Under this re-entry project, the PVAO and AFP will reduce in its minimum level the human handling and intervention which is identified as a source of fraud and other forms of deceit. d. Integrated and Uniformed Pensioners' Database is Economical As of this date, the PVAO and AFP are paying separately for identical data emanating from the Philippine Statistics Authority (PSA). Under the proposed policy, the PVAO and AFP will have a centralized request of data to PSA and shared in common the information obtained. Thereby reducing the disbursement of public fund. e. The PVAO and AFP has the Consensus for the Establishment of an Integrated and Unified Pensioners' Database In the Intra-coordinating agency between PVAO and AFP, it was noted that integration and unification of database will redound to the general welfare of the present and future defenders of the State. Hence, the consensus for the establishment of the system secured the consensus of both the PVAO and AFP. A Department Circular No. 06 series of 2015 and Department Order No 294 series of 2015 has been prepared, reviewed by combined PVAO and AFP personnel and approved by the Secretary of National Defense on 19 Oct 2015. This Department Circular serves as a legal basis for the establishment of a unified and integrated pensioners' database management system between the AFP and PVAO. Likewise, the Department Order created the Technical Working Group (TWG) and Secretariat who crafted the Implementing Rules and Regulations of the cited Department Circular.
