Summary: This Re-entry Project (ReP) is implemented with the aim of establishing a local courier service network in the Province of Masbate to serve as additional transmission and communication channel towards improving the movement of documents and reports from the DILG Provincial Office and to the municipal operations offices and vice-versa. It is also intended to be an enhancement of existing communication channels in the DILG Masbate. Consequently, it was expected that the introduction of this project will result, in the long term, to the improvement in organizational productivity and performance of the agency, particularly in the timeliness of report submission and policy compliance. It was further projected that the ReP will contribute to the improvement of local government operations with the timely receipt of policy directives from the DILG performance which, in turn, is translated to the performance of opportune action for the timely realization of their mandates. The project, titled "DILG Local Information Network Services (DILG LINkS)" is thus implemented within a period of three months as a prescriptive action to address difficulty in transmitting documents to critical municipalities identified so because of geographical disparity as well as unreliable electricity situation, absence of postal services and poor information and communications technology conditions in those areas. However, the project is not intended to do away with the use of ICT mechanism and even the attempt to avail of postal services where feasible, but will run complementary to the present electronic-based transmission systems to ensure that, through redundancy of efforts, there would be no excuse from not being able to disseminate government information to the clients or to comply with directives because of non-receipt of communications. The ReP is, basically, an effort to cover all fronts so that timely actions could be ensured. The success or failure of the project implementation is criticallydependent on the achievement of collaborative arrangement using as cooperative partners the transport service operators in covered municipalities who are tapped to assist the government in the performance of its mandates towards effective and efficient public service delivery. The DILG LINkS is able to successfully engage the voluntary participation of nine (9) transport service operators to the endeavor. The MOA conducted on 23 May 2017 formally institutionalize the partnership with the DILG Masbate, and the approval of the Manual of Operations officially sets into motion the operations of the project with the pilot test performed during the 1st week of July 2017. The project also engaged partnership with other government agencies having direct interest in local government operations, such as the Philippine National Police, the Department of Social Welfare and Development through the Local SWDO, as a way of widening the network, and soliciting support that will be helpful to the sustainability of the project.
