Summary: PCAARRD is the planning and coordinating sectoral council of the Department of Science and Technology (DOST) that is responsible for setting the direction for science and technology (S&T) in the agriculture, aquatic, and natural resources (AANR) sectors. As a national agency, PCAARRD initiated the Consortia mechanism was back ion 1975 as a strategy for effectively and efficiently carrying out its mandates at the regional level. The Consortium serves as a platform for regional S&T planning, coordination, implementation, monitoring, evaluation, and resource sharing. It steers the regional S&T programs following PCAARRD's four strategic S&T intervention/banner programs on Strategic R&D, R&D Results Utilization, Policy Analysis and Advocacy, and Capability Building. Collectively, the outputs from these S&T interventions/banner programs enable the Consortia to contribute to achieving PCAARRD's organizational outcome, the sector's outcome, and ultimately the societal outcome as provided for by the Social Contract or Executive Order (EO) 43. In 2012, the PCAARRD management decided to rationalize its engagement with the Consortia by withdrawing its financial support to their operations. This move was prompted by the varying performance and more so the underperformance in delivering S&T outputs of most members of the Consortia. In March 2015 however, under a new leader, PCAARRD resolved to renew its engagement with the Consortia. One critical gap/problem that appeared to contribute significantly to the underperformance of the Consortia is the lack of a detailed and updated operational guidelines that would outline the set of minimum processes and activities, its expected outputs and metrics, which are required or expected of a consortium for it to be functional. This re-entry project (ReP) sought to address the identified gap/problem by developing a draft operational guidelines to give the Consortia and its members a much better understanding and appreciation of their role and strategic value in achieving regional as well as national development. Ultimately, the ReP seeks to enhance the Consortia's capacity for regional S&T governance through the operational guidelines. To achieve the objective, the Scholar initiated the creation of the PCAARRD Project Team composed of the Technical Working Group (TWG) and Support Group. The Scholar also obtained funding for implementation of the ReP. Highlights of ReP implementation include the review of relevant materials; review of various aspects of the Consortia (institutional arrangements and current processes); drafting of outline of the operational guidelines; identification of recommendations/improvements/reforms in consortia operations; drafting of talking points for the operational guidelines for consultation with the Consortia; conduct of consultation proper with the Consortia; and packaging of the draft consortia operational guidelines. While the draft operational guidelines has been packaged for submission to the Institutional (IP), its completion/refinement is still dependent on the Consortia Secretariat's submission of the operational guidelines matrix. Nonetheless, some agreements/provisions of the guidelines, particularly on setting of regional priorities and endorsement/evaluation of proposals, have been disseminated to the Consortia and PCAARRD for immediate implementation. Submission of inputs from the Consortia is still pending.
