Summary: The idea of coming up with the Online Operations Tracking System (OOTS) was brought about by observations that some decisions of the National Anti-Poverty Commission (NAPC) Secretariat Management Committee (MANCOM), pending the availability of certain documents for review, are temporarily put on hold. This brought to the fore concerns on the implications of the said deferrals to the stakeholders of the agency. As such, the OOTS was conceptualized as a NAPC management decision-making tool. Its general objective is to ensure the efficient delivery of services to basic sectors, the agency's primary stakeholders, through the timely conduct of programs, activities and projects, and prompt management interventions when problems occur. The OOTS is a Re-entry Project (ReP) of the scholar at the Development Academy of the Philippines Public Management Development Program. It is a web-based system that presents specified data in prescribed formats, which the ManCom can review anytime provided there is access to the internet. These data serve as bases in coming up with decisions pertinent to the day-to-day operations of the agency. Crucial to the successful completion of the OOTS was the active participation of various stakeholders identified in the following sections of this paper. Through consultations, meetings, and the ReP test run, they provided inputs on, validated, and enhanced the design and development of the OOTS. The OOTS is a prototype that the scholar aims to be institutionalized. Thus, there is the intent to enhance and expand the project to meet the ever changing needs of NAPC.
