Summary: As member of the DPWH Counterpart Supervision Tean for the Mindoro West Coast Road, particularly for the Mamburao - Abra de Ilog Road Section, in 2002, the scholar noticed that the design for the project as undertaken by a foreign consultant did not take into consideration some value engineering techniques to minimize project cost. A concrete example is the design for three (3) bridges along this road section. These bridges along this road section. These bridges have been designed with higher elevation so that huge channel excavation will be minimized. Questions have been entertained whether the foreign consultants engaged by the department for the detailed engineering design of projects took into consideration the value engineering environment, and the culture and the socio-economic status of the people in the affected areas. It might be also noted that these foreign consultants do not have personal involvement and are just doing the tasks/jobs as stipulated in their contacts. Hence, the idea to directly involve the DPWH engineers in the detailed engineering design phase of projects is necessary and relevant. The Mindoro West Coast Road is one of the selected projects to be implemented in the newly granted loan agreement from the Government of japan, through the Japan International Cooperation Agency (JICA), under Loan Agreement No. PH-P247. Considering the focus of JICA now, which is on qualitative upgrading of roads, increasing the east-west roads, and circulating roads around major islands of the Philippines, the proposal to directly involve the DPWH engineers in the detailed engineering phase of a project is entertained/ considered given that it is in the phase that all decisions affecting the outcome of the project have to be made. Through this Re-entry Project, the design of the Mindoro West Coast Road undertaken by the consultant working in partnership with the DPWH Engineers had taken into consideration the best design criteria, the environmental, and the local culture of the people of Mindoro.
