Summary: This Re-entry Project (ReP), entitled "Strengthening the Provincial/City Project Monitoring Committees in the Cordillera Administrative region." came about in recognition of the fact that the Project monitoring committees (PMCs) at sub regional levels -- Provincial/ City PMCs (P/CPMCs) and Municipal PMCs -- that are supposed to monitor and evaluate programs and projects at the local levels are not fully operational. This ReP was presented to the Regional Project Monitoring Committee (RPMC) during its fourth quarter meeting last November 13,2012 and was approved and adopted as an RPMC project. This ReP aimed to (1) assess functionality of the Provincial/City PMCs in the region, which entitled preparing as assessment instrument; (2) conduct a training workshop for a pilot P/ CPMC; and (3) facilitate the convening of the pilot P/CPMC by the Governor. Implementation of this ReP was done by the scholar and his ReP Team consisting of NEDA project Monitoring and Evaluation Division (PMED) staff and technical staff of RPMC member agencies, namely DILG-CAR, DBM-CAR and EBGAN, Inc. ReP implementation period was just about six to seven weeks, from the last week of November (upon approval/acceptance of the ReP on November 23,2012) to mid-January 2013. While the scholar and ReP team have not completely implemented the ReP, Rep activities have been undertaken and outputs/deliverable have been substantially accomplished, as follows: (1) Prepared assessment design and instrument for assessing the functionality of P/CPMCs; (2) Prepared initial assessment of the functionality of the P/CPMCs in CAR, using the assessment instrument and rapid appraisal procedures (i.e, key informant interviews); (3) Prepared training design of the training-workshop for P/CPMCs; (4) Conducted training on Results-based monitoring and Evaluation (RbME), not only for one P/CPMC but for all the P/CPMCs in CAR and including the RPMC and RDC members; (5) Prepared training materials/training kit of RbME training; and (6) Conducted meeting with members/ representatives from all P/ CPMCs in CAR with the objective of facilitating the convening of the P/CPMCs by the Governors. The ReP activities and outputs/deliverable that not been completed during the ReP implementation period shall be pursued and completed within the year, as these have been integrated in the NEDA-CAR, RPMC, and RDC Work and Financial Plans. In essence, this ReP has been institutionalized and shall be sustained even after PMDP.
