Summary: The study aims to establish community based interventions to promote adherence to the facility based delivery Ordinance in Batuan, Masbate, particularly among GIDA barangays. Specifically, it sought to answer the following: 1) What barangays had difficulty adhering to the facility based delivery ordinance. 2) What factors hindered their adherence to facility based deliveries and 3) What strategies can be recommended at the barangay level to ensure adherence to facility based deliveries especially in GIDA barangays? The study identified three (3) GIDA barangays in Batuan, namely: Gibraltar, Costarica and Rizal with low facility based deliveries (50% and below). It utilized focused group discussion to determine the factors influencing utilization of facility based delivery. Community based interventions implemented involved the conduct of home delivery investigations at the barangay level. Incentive scheme to members of the women's health team who refers and caters facility based delivery was also institutionalized. The good working relationship between the midwife as the service provider and the hilot as a link to the health system is demonstrated. Community resources were also mobilized to make transportation vehicles available to pregnant moms in case of deliveries. Continuous advocacy and health education campaigns where coordinated with the Pantawid Pamilyang Pilipino Program. Extension of provision of RHU services to GIDA barangays was also facilitated.
