Summary: Attainment of health-related millennium development goals has led to the creation of reforms to address the different intervening factors. One of the most difficult goals to achieve is the reduction of maternal mortality. For so many years, the Philippines had struggled to design and implement strategies that can greatly impact the improvement of maternal health. In the municipality of Sultan sa Barongis, inadequate service delivery especially to GIDA barangays had greatly diminished the need to avail health services. For the past three years, facility-based and skilled-birth attended deliveries had been a far cry from the national target. This led to two maternal deaths last 2013. This study aims to know the effect of community mobilization and empowerment of health human resources to the maternal health indicators. Document analysis, consultative meetings and focus group discussions were employed in this project to convene the major stakeholders, leveling of expectations and discussion of issues and concerns about the proposed strategy to improve maternal health indices. Result showed an improvement in the institutional and skilled birth attended deliveries with the commencement of the safe delivery incentive scheme, participation of the local government unit and other key stakeholders and awareness campaign on safe pregnancy and delivery. Referrals coming from the barangay health workers and traditional birth attendants have increased through this project.
