Integrating maternal and child health service delivery in the conditional cash transfer program to improve the health outxomes in Tubaran, Lanao del Sur / Aisha-Aziza A. Ronsing.

Summary: In the 21st century, an era when technology is highly innovative, it is expected that no municipality in the world lags behind in health resources. This is not the case for the sixth class municipality of Tubaran, Lanao del Sur which is devoid of a functional health system. The implementation of conditional cash transfer (CCT) program in the municipality requiring maternal and child health care services became a trigger to create a health system. The pioneering heath team was deployed through the effort coming from the Integrated Provincial Health Office (IPHO) and the local government unit. Without predecessors, the health team saw the existence of the conditional cash transfer (CCT) program as an opportunity to gradually introduce the implementation of national health programs particularly the basic services on maternal and child health care such as prenatal and postnatal services as well as the expanded program on the immunization (EPI). The health team worked hand in hand with the DSWD to implement programs together. As a neophyte and non-natives in the are, the health team tagged along with the DSWD people as they conducted family development sessions and community assemblies which were taken as an opportunity to conduct health lectures and provide maternal and child health care services. The data gathered during these activities served as the baseline health data of the municipality of Tubaran, Lanao del Sur and are the same data shown in this study. Moreover, key informant interviews were conducted to get the status of the conditional cash transfer in the municipality and the health condition of the population prior to the development of the pioneering health team. The study found that CCT program has been existing and smoothly implemented for five (5) years in the municipality. The conditions on health such as prenatal and postnatal health services, EPI and deworming were fulfilled through quarterly medical and dental missions conducted by the IPHO. Hence, integrating maternal and child health service delivery in the CCT program in Tubaran, Lanao del Sur helped in the dramatic improvement of the maternal and child health outcomes according to the provincial Field Health Services and Information System (FHSIS).
