Summary: The main goal of this Action Plan and Project (APP) was to increased facility based delivery (FBD) in Tubo, Abra to determine with three specific objectives: to described the current status of FBD in Tubo Abra, to determine strategies to be implemented to increase the FBD and finally, to described the effect of the implemented strategies on the facility-based delivery in Tubo Abra. Situational analysis and community diagnosis of the municipality was done thru review of record and documents. Interview of mothers who delivered at home in year 2014 were conducted and focus group discussion with the barangay stakeholders was applied to determine the barriers of facility-based delivery. Based on the determined barriers, strategies to counteract these barriers were formulated and implemented. The result revealed the there was low facility based delivery in Tubo, Abra in 2013 with high neonatal mortality rate (NMR). the study also showed that the top primary barriers in conducting FBD in Tubo, Abra were unavailability of transport vehicle during labor, negative attitude of pregnant towards birthing facility, traditional home delivery, unexpected date of delivery and financial constraint. Maeng Aksyon Buntis Program was an integrated approach determined to address the barriers and this includes: intensification of IEC and advocacy on FBD, Tutok buntis during prenatal, delivery and postpartum, BEmONC training of health staff, Philhealth MCP accreditation of RHU, capacity building of the two BHS as birthing facility, implementation of Magna Carta of PHWs, construction half-way house, passage of safe motherhood ordinance and hiring of midwives. After the implementation of Maeng Aksyon Buntis Program in Tubo, Abra, it was found that facility based delivery drastically increased.
