Summary: There has been a perennially low coverage of prenatal care services, FBD, SBA, and postpartum care services in the municipality of Talalora, Samar. The main objective of this study is to implement the Maternal Care Incentive Program MCIP as an adjunct strategy to improve the Maternal Health Care program. The MCIP is an incentive program that utilizes the payments provided by PhilHealth through the Maternal Care Package, with mothers and health worker volunteers as the recipients. Factors contributing to the low utilization of maternal health care services were identified and analyzed to formulate the strategy. The Health Sector Control Knobs approach was used in the analysis and formulation of the MCIP. The indicators used to measure the improvement were the number of mothers with complete and timely prenatal consults, FBD, SBA, and postpartum care visits.
