Barangay based awareness and free voluntary screening campaign : a community based strategy to prevent and control HIV/AIDS cases in the municipality of Consolacion, Cebu / Adrian M. Seralde.

Summary: HIV continues to be a major global public health issue, having claimed more than 35 million lives so far. In the Philippines, in June 2016, there were 841 new HIV antibody seropositive individuals reported to the HIV AIDS ART Registry of the Philippines. This was the highest number of cases ever reported since 1984. The whole region of Central Visayas itself is currently ranked third, next to the National Capital Region and Region 4A in the most number of cases of. The municipality of Consolacion is not classified yet by the Department of Health with regards to data on HIV AIDS although its neighboring cities like Mandaue City and Cebu City are Category A priority areas by the Department of Health. The municipality however has no data, no programs. No strategies to address HIV AIDS as health problem. In attempt to prevent and control HIV AIDS in the municipality, this study aims to utilize a community based strategy using active participation from various stakeholders down to the barangay level, this strategy was named H.A.B.A.L. 2x Campaign: HIV og AIDS sa Barangay Atong Likayan, an HIV Awareness at the Barangay Level Campaign. This is a qualitative study which utilizes both descriptive and action research designs. It was conducted in the Municicpality of Consolacion, Cebu wherein campaigns were conducted in various barangays which were purposively selected based on their total population, population density and their location and access to neighboring barangays. Participants in each campaign were all voluntary. Focused group discussions, interview and document analysis were utilized to gather data and to identify the high risk behaviors in the population. Data revealed that the municipality ranked 6th overall in the most number of HIV AIDS reported cases in Cebu Province. Of a total of 13 campaigns that were conducted, a total of 808 participants and volunteered for testing. It shows that only 0.56% od the total 143,359 population of the municipality was able to participate in the campaign. Only 24.3% or 196 of 808 participants were males showing low participation drom the male population. 9.3% or 75 out of 808 participants belong to the high risk population. Men having mex with men predominate with 62 participants, follower by intravenous drug users who numbered 12. Data on the total reported cases for a period of six months from January to June 2013 is almost the same number as that of the previous year for twelve months from January to December 2015. Also there is an increase in the walk in HIV testing in the RHU. This could be attributed to the effectiveness of the strategy utilized. The strategy used which is increasing the communitys awareness through continuous conduct of the Barangay Based HIV Awareness and Free Testing Campaign could be the stepping stone to breaking social barriers and misconceptions that serve as challenges in the overall HIV AIDS Campaign.
