Summary: The National Intelligence Coordinating Agency (NICA) serves as the focal point for the preparation of intelligence estimates of local and foreign situations which serves as inputs and guide to the day-to-day decisions and other policy-making functions of the President, the National Security Council, and other policy making bodies. NICA's vision is to remain as the country's premiere intelligence agency that is relevant, capable and dependable, hence, the Agency must be able to ensure the timely dissemination of relevant report to its clients. Thus, it is imperative for NICA to have a reliable database system and that the database may be accessible to all authorized users at any time. The Re-Entry Project (ReP) entitled Enhancement of the NICA Information Management System (Access to the Agency Database System) seeks to provide a mechanism to address the fragmented database of the ROs and other Agency units, to develop a system that will ensure that only authorized officers and personnel are given appropriate access to the central database and that the maintenance of the database will provide assurance of availability of complete and updated data especially those information that are relevant in the preparation of intelligence reports. The project implementation resulted in the accomplishment of its major deliverables, namely, a Gap Analysis of the current and the enhanced database, a Security and Access Matrix (SAM) and the Standing Operating Procedure (SOP) on the Agency Web-based Integrated Information and Resource Management System (IIRMS).
