Summary: This capstone paper is on the National Police Commission's (NAPOLCOM) response to the Mamasapano Incident focusing on what the NAPOLCOM has done to help the families left behind by the 44 fallen Special Action Force (SAF) troopers. Morale within the Philippine National Police (PNP) was very much affected by the incident which became known as the Mamasapano Incident. The shocking incident called for action that would address the need to keep and even boost the morale of the PNP. In helping the families of the 44 SAF fatalities, the NAPOLCOM somehow also lifted the morale of the SAF and the PNP. It shall discuss how the NAPOLCOM performed its mandate in relation to the worst debacle the SAF, and by extension, the PNP, has faced in recent history. The National Police Commission (NAPOLCOM) is the sole government agency constitutionally and statutorily mandated to look after the PNP. Section 6, Article XVI of the 1987 Philippine Constitution provides that: "[t]he state shall establish and maintain one police force which shall be national in scope and civilian in character, to be administered by a national police commission. R.A No. 6975, as amended by R.A. No. 8551, reiterates the constitutional provision in Section 14 (a) which provides that NAPOLCOM shall exercise administrative control and operational supervision over the Philippine National Police. It thus follows that whatever concerns the PNP concerns the NAPOLCOM. This management case study narrates NAPOLCOM's strategy to address the worst crisis that befell the PNP.
