Summary: The Philippine Statistics Authority (PSA) as a premiere branch of government generally responsible for all official government statistics, general-purpose statistics, and civil registration services has continually strived to elevate its services and achieve international levels of service. Despite the advances made in recent years, including the integration of advanced technology in its operation, the agency has yet to fully realize its goals of achieving a hundred percent (100%) registration of vital events and its statistical mandate of providing accessible and credible statistics. This capstone project aptly called PSA CARES, was initiated to find working solution for these problems. By using an experimental and project-based approach, this study developed a group of Barangay Focal Persons (BFPs) in two pilot barangays in the province of Catanduanes. These BFPs were equipped with knowledge and capability through capacity building programs and service integration activities conducted in the hope that they'd be able to bridge the gap in delivering services at the micro-level. These BFPs were then interviewed, observed, and monitored to assess the success of intervention and integration all throughout the capstone project. This study has shown that to solve the challenges of the PSA at the national level, all programs must first be developed by dissecting the real cause of problems encountered at the barangay level. This study was able to create a roster of focal persons in the pilot barangays which made it possible to initiate programs and activities by the PSA in an efficient manner. Moreover, this study have also revealed that digitization of civil registry documents at the Local Civil Registry Office (LCRO) is an effective undertaking in pursuit of records preservation and expediency of verifying civil registration records.
