This study is intended to assess the advancement of the schools’ productivity in the teaching-learning process through the decentralization of the Learning Management System (LMS). The use of LMS was decentralized to improve its accessibility to schools, teachers, and students, and developed a culture of collaboration among teachers and student participation in the teaching and learning process. These mechanisms were not found in the LMS of the CO or even in the portal of the SDO-QC. CO has established a nationwide LMS; however, this is like Google Classroom where teachers could only download materials; they could not collaborate with their fellow material users; they could not enroll their students; and because of the many concurrent users, the system was hard to access. Hence, the scholar decentralized its use so that the system would become more accessible, teachers could collaborate with one another, and the students could participate more in teaching and learning process. Thus, this study focused on them. SDO-QC, with the help of the Division Task Force Technical and Content Units, established an LMS wherein the teachers were assigned administrators; therefore, they can already enroll their respective students in the system for easy access. As administrators, they can already share, upload, give feedback on the materials of others, and download materials. The students were also given access to the students to enroll themselves if the teachers could not do it. They can already access all the materials in the LMS, answer them, and eventually determine their performance in real time.
The scholar made use of the Weighted Mean and Standard Deviation to analyze the results of the survey. Weighted Mean was utilized to determine the evaluation of teacher-respondents and pilot implementers and the magnitude of their responses. The data obtained among teachers, participation of learners in the teaching and learning process.
Results showed that, in terms of accessibility, the prototype LMS was reached fast and with ease. The system’s use was also simple and hassle-free as far as the teachers’ and students’ perceptions. As to the culture of collaboration among teachers, it gave them the opportunity to share their materials and use the materials of other teachers. It involved quality assurance and validation of materials that eventually improved the quality of the materials used by them. During the students’ participation, they were given the chance to upload their assignments to the LMS, download materials from it, improve their performance. Conclusively, these mean that the effectiveness of teachers and students in the teaching-learning process went ahead or made progress. On one hand, pilot implementers emphasized during the FGD that more training sessions are needed before the LMS can be fully utilized. They also suggested making it usable offline.
The scholar will continue to pilot the LMS decentralization until July 2023 and plans to share its use with all the schools in QC.
