Summary: Community-based health insurance schemes have been practiced in various developing countries, including the Philippines, with variations in acceptance, localization, over-all success, and effectiveness. A community-based health insurance called Peso-for-Health in San Roque, Northern Samar, Philippines has been institutionalized, and measures to improve the program were sought. Key informant interviews, document reviews, and a survey were conducted to determine the membership coverage, benefits, and satisfaction rating of members. Gaps in the implementation of the program were also identified, and corresponding measures to address those gaps and improve the program overall were described. Ninety-five (95) Respondents mostly belonging to the lowest income quintile (48%) and low-income quintile (35%) answered the survey answered the survey. These members were generally satisfied with the program. Some were asking for additional non-health benefits, particularly scholarship (12%) and start-up loanfor business (4%). Increasing payment options would address clients' concerns on affordability and convenience of payment. Tiered premium and benefits is recommended. Issues on the supply side need to be addressed to maintain client trust.
