Summary: Maternal mortality continues to be a major health problem despite the numerous strategies made to address it. Although the country's performance on maternal health outcomes are improving, targets set in the Millenium Development Goals are yet to be achieved. In Zamboanga Peninsula, the problem is worst, ranking as the region with the highest maternal mortality rate in 2009. In Guipos,, maternal health outcomes are on steady increase since 2010. However, national targets are still far from being reached suggesting the need for the local health sector to intervene. This project aimed to strengthen the local health system to reach national targets through value co-creation strategy to sustain the improvements in Maternal Health Outcomes. Document review, Key Informant Interview, Technology of Participation, and thematic analysis were used to determine the gaps in the present strategies and identify the value sources perceived by mothers. Interventions were then developed to address the gaps based on the value sources identified. Results showed that gaps were present in the strategies previously implemented in the municipality. Results also showed that Financial Inputs, Health Personnel, and Health Policies are the main value sources that influence care seeking behaviors of mothers. The interventions developed improved maternal health outcomes. Overall, the project concluded that the interventions anchored on value sources perceived by mothers improved the Maternal Health outcomes by increasing Facility Based Deliveries and deliveries attended by Skilled Birth Attendants.
