Summary: The Department of Health in partnership with the Zuellig Family Foundation recently implemented the Health Leadership and Governance Program as a critical convention to create an immediate impact on achieving the Millennium Development Goals for health through strengthened leadership and governance and enhanced local health systems. The program is operationalized at the municipal level through the Municipal Leadership and Governance Program. Among the critical factors identified for the success of the program, the current structure of the DOH Regional Office has no formal coaching system that will ensure the strong monitoring and coaching component that the program requires for the accountability to deliverables and performance. This project aims to operationalize a coaching management system in the RO to ensure accomplishment of deliverables of partner municipalities leading to improved health outcomes by the end of one year. the project employees a thee-level system framework of capacity building equipping the DOH Reps with the basic coaching skills; coaching practicum where coaching partnerships are established and performance monitored; and coaching evaluation with coaching effectiveness assessed at the end of the program run. The project is a qualitative study with a descriptive , quantitative design that utilized survey, interviews, assessment tools , and a rating system in the different processes of the system, as data collection methods and tools for analysis. Results show that the DOH Reps were able to acquire basic leadership and coaching skills from training provided. Majority DOH Rep with Poor DOH Reps were assessed with Fair competency with 1 DOH Rep with Poor assessment. In the summative evaluation, Levels 1 and 2 coaching evaluation showed that coachees were satisfied with their coaching sessions and acquired learning during the process. Level 3 evaluation showed that there was increased leadership competency levels for all coachees and a significant correlation (p-value 0.02 at 0.05 level of significance) with improved roadmap scores. Level 4 evaluation that applied a rating system to measure success of roadmap changes showed an overall improvement with scores from Pass to Excellent. One municipality obtained a Fail score. A significant correlation (p-value 0.03 at 0.05 level of significance)was also obtained between coaching competency and roadmap scores - the higher the coaching competency of the DOH Rep, the higher score and improvement for the health system roadmap of the municipalities. Formative evaluation results stated that coachees with just basic competencies. Assessment of coaching process showed effective methods to continue and gaps to be addressed. The project was able to successfully establish a coaching system for the implementation of the Municipal Leadership and Governance Program. The system provided capacity building activities to equip DOH Reps for leadership coaching,opportunities to effectively engage partner MLGP municipalities to address their leadership health system challenges and assessment measures to validate coaching effectiveness. Recommendations for further studies include addressing training and practicum gaps to ensure more effective and sustainable coaching as well as conducting validation studies for the tools and rating system designed and replication of the studies to other regions for bigger scope.
