Summary: In the Philippine setting, the constraints of the health system are affected by multiple factors. One of the identified factors is low accessibility to quality health services due to geographical isolation. In order to address the challenges on health, the Aquino Health Agenda was being launched in 2010 with a deliberate focus on the poor and underserved. Pnuemonia and ARI rank as the top mortality and morbidity in Lambuano, Iloilo. Barangay Health Workers are the fronliners of health at the grassroots level and even in isolated regions. Thus, empowering them through capability building will improve health service delivery which is vital in the improvement of the local health system. The HSDAPP aimed to establish a selection tool in measuring baseline performance of the BHWs in identifying training gaps. The HSDAPP also aims to determine the effectivity of the BHw Program on the Control of Acute Respiratory Infections pre - and post - interventions on the Barangay Health Workers in the Municipality of Lambuanao, Iloilo. Pre - and post - test evaluation were don and the result were gathered and analyzed statistically. Results showed that the selection tool was able to identify training gaps of the BHWs and the BHW program was indeed effective in enhancing the knowledge, skills and attitude of the BHW towards ARI. The study did not only capacitance the BHWs as a frontliners at the grassroots level but also initiated a monitoring and evaluation program to improve the capability of the human health workers that will lead to a sustainable health system.
