Because of this, there is a need at the community level for an effective approach in providing comprehensive rehabilitation services and in promoting the rights and empowerment of persons with disabilities. The objective of this study is to provide a community based rehabilitation program for persons with physical disabilities, by provision of health related needs including medical care, physical therapy and assistive devices with the intention to deliver low tech rehabilitation services that is free of charge. Barriers that hinder the community members from acquiring knowledge and skill about persons with physical disabilities were identified. To address these barriers, health workforce was provided by capacity building of health personnel and barangay health workers improving service delivery to the grass roots or catchment barangays. Information about persons with disabilities was also provided to families as well as assistive devices.
