The country still lags behind the targets of the Millennium Development Goals. All these occur despite efforts of the National Government to bridge the gap across social classes in terms of health provision. Identification of stakeholders and key players especially in the local government units is essential to be able to bridge the gaps and bring the notion health for all a possibility. This paper is aimed at formulating an Integrated Maternal Health Program to Increase Facility Based Deliveries through the Oplan W.A.I.S. Buntis Program. Document analysis and Focus Group Discussion are employed in this project in order to place the correct perspective among the stakeholder and key players within the municipality. The Oplan W.A.I.S.
