Summary: Tuberculosis, a major public health burden, continues to be a deterrent to the health and well-being of a person as well as human development. There is a problem of low TB case detection in the municipality of Nampicuan, Nueva Ecija which reflects the implementation of the National; Tuberculosis Control Program (NTP). As a local response, this study and project aims to establish a Multi-sectoral Alliance for effective and efficient implementation of the National TB Control Program (NTP) in the municipality. The specific objectives include: 1) to identify gaps and causal factors in the community for implementing the NTP; 2) to address the gaps in the community by engaging different stakeholders in creating activities for improving the implementation of NTP in the municipality. The design of this action plan and project is descriptive of the process of co-ownership to establish a platform for co-creation of different activities geared towards early case detection. Focus group discussion and document analysis are employed to determine the right perspective for the collective effort of various stakeholders in the creation of activities for the NTP. Findings showed that the causal factors are mostly due to patient delay while others would also include access delay and health service delay. The identified gaps in the community were considered by the alliance during the co-ownership processes which include 1) engagement mechanisms, 2) multistakeholder processes/trust-building dialogue and 3) establishing new relationships among stakeholders. These lead to the genesis of the TIBAY Project (TB ay Iwaksi ng Bayan) to address the gaps for the eradication goals of NTP. The alliance came up with a shared vision of a "sustainable and innovative community-based health program for TB-free Nampicuan." Using the health system control knobs with some concepts of organizational management, co-creation took place and after monitoring the program indicators, it showed that there is increased TB case detection rate of the 1st semester of 2015 compared last year.
