Summary: Ultimately pregnancy is beset by problems that have impact not only on the young parents, but also on the society as a whole. The adolescent pregnancy problem, however, is neither a priority project of the government nor it is an easy problem to tackle. Hence, the author aimed at adjusting the Health System Control Knobs by launching the Health Action Against Rising Teenage Pregnancy (HAARTP) Program as a stepping stone tageted at improving the knowledge, attitudes, and practices of the students of Gov. Julio V. Macuja Memorial Compehensive High School (GJVMMCHS). This program specifically, 1) created a Memorandum of Understanding (MOU) between the LGU and GJVMMCHS fort he implementation, monitoring, and sustainability of the program, 2) created a reliable and valid Knowledge, Attitudes, and Practices (KAP) questionnaire on Adolescent Sexual and Reproductive Health (ASRH) and administered it to the target population (pre- and post-test), 3) conducted a lecture series on the target population, 4) trained and functionalized ASRH peer educators, and 5) created a adolescent friendly are in the Municipal Health Office To create the MOU, and SB resolution was approved allowing the Mayor to enter into an understanding with the target school regarding the ASRH project. The KAP questionnaire was drafted and submitted to content experts, pilot tested, run on cronbach's alpha for reliability, and re-submitted to content experts for content validity and approval. The lecture series were conducted on scheduled times with the selected students from the GJVMMCHS. Peer educator training was conducted in coordination with World Vision. Creation of an adolescent-friendly area involved improvement of the treatment room, sending staff to Adolescent Job Aide training, and administration of Health Intake Form. The questionnaire was proven to be reliable and valid and was eventually used on the target population. It showed low results on the knowledge component of the KAP with poor attitudes and practices noted on some participants. After the lecture series, there were improvement in the knowledge component and changes in the attitudes and practices of the target population. Note however, that no direct casuality can be established. The MOU, on the other hand, was executed between the mayor and the principal of the target school on July 29, 2015. Meanwhile, the ASRH Peer Helping groups were formed after training and were asked to make own action plans fort heir respective barangays. Lastly, the treatment room has been furnished to become an adolescent-friendly area with examination tables, visual aids, and health intake forms. Though this project may be new in the municipality, with continuous support of the Municipality Health Office and other stakeholders of this project such as World Vision, the mayor, and the GJVMMCHS faculty and staff, it can be improved and sustained.
