Summary: San Isidro is a 5th class municipality in the province of Abra. For the past years, Facility Based Delivery has been a problem since there was no birthing facility in the municipality. Expectant mothers faced with a dilemma whether to deliver at home or in the hospital and pay high expenses. The main goal of this Action Plan and Project APP was to improve access to birthing facility in San Isidro, Abra. Specifically, it aimed to identify barriers to the access of birthing facility in San Isidro, to determine strategies to address these barriers and finally, to establish ways on how these strategies be implemented and sustained. Situational analysis and community diagnosis of the municipality were done thru review of record and document reviews. Survey questionnaire and interview with expectant mothers, focus group discussion with different stakeholders and health personnel were done to determine the barriers of facility based delivery. Based on the determined barriers, strategies to address these barriers were formulated, planned and implemented. The study showed that thebarriers in access to birthing facility in San Isidro, Abra were financial constraint, distance of birthing facility, no companion of other children and with past experienced of home delivery without companion. The San Isidro Natalged Nga Ina Program is a social marketing approach which was used to address these barriers. The program consisted of establishment of a birthing facility, intensification of IEC and advocacy on Safe Motherhood, intensified complete prenatal, delivery and postpartum , BEmONC training of health staff, Philippine Insurance Corporation Maternity Care Package accreditation of Rural Health Unit and a Mother Baby Package offered by the Rural health Unit to every woman delivers in the RHU. One conclusion was that after the implementation of San Isidro Natalged Nga Ina Program, facility based delivery drastically increased.
