The problem of home birth in Alilem was given top priority of the author as one way to prevent maternal mortality in the area, in an area like Alilem, socio cultural factor is the hardest thing to address as the people give more of their trust to their traditional healers. Increase the number of facility based deliveries is the primary goal of the implementation of the municipal ordinance. In order to sustain the quantity of pregnant women giving birth in the lying in, the focus should not only be on set rules and regulations but other factors must be explored. Monitoring and Evaluation of the project will determine the relevance, effectiveness, efficiency, sustainability and impact towards the achievement of our goal. In this case, achieving a 100% Facility Based delivery is very promising provided with a good policy implementation, accredited facility, trained and adequate human resource and responsive community.
