Summary: Reading is a vehicle in discovering the infinite boundary of knowledge, the wonders of God's creation and the possibility of unveiling new possibilities. It also enriches the creativity of an individual making him the pillars of tomorrow. The EQuaL4Educ, Entangles Quantum Leap for Education as a Re-entry Project was implemented to address the reading problem which was identified as the root cause for poor pupil achievement. It was piloted at Mapagong Elementary School, one of the 51 public elementary schools in the division of Calamba City that ranked 2nd from the last based from SY 2014 - 2015 National Achievement Test Result in Filipino and English. Further analysis of the results of the 2017 Philippine Informal Reading Inventory (PHIL-IRI) revealed that the total school population had 13% non-readers and 33% of the pupils were at the frustration level. As intervention to the reading problem, three deliverables were implemented. These are the conduct of the in-service training in teaching reading, development of appropriate localized learning materials in the form of activity sheets in reading, and MOA signing by the stakeholders. These stakeholders are the local government unit, the parent-teacher association, and the University of Perpetual Help System Dalta who committed to continuously support the implementation of the intervention. For the activity sheets in Filipino, there were 28 outputs in level 1 - Non - Reader, 7 in level 2 - Struggling Reader and 12 in level 3 - Independent Readers while in English, there were 17 outputs in level 1 - Non-Reader, 4 in level 2 - Struggling Reader and 9 in level 3 - Independent Reader. These materials were developed through hard work of the teachers with the support of supervisors and stakeholders. These are scheduled to be utilized in SY 2018-2019 and may serve the purpose of improving pupils performance not only in Mapagong Elementary School but in all elementary schools in the Division of Calamba City. Mini validation of the developed activity sheets was conducted for 10.5 days from May 19 to 31, 2018 to the identified 10 non-readers of grades 1 - 3, after one week, 8 out of 10 learners were able to decode words while 2 learners were still on process of recognizing letter. Thus, 1 of the said 2 pupils was able to decode words before the end of mini validation. This was attributed to the strategy, differentiated instruction, adopted by the teacher after technical assistance was given by the OIC principal and proponent. This only shows that reading problem can be eradicated if this will be implemented for the entire school year. The convergence of stakeholders inside and outside of the Division of Calamba City who demonstrated the spirit of teamwork, the enthusiasm to continue learning as a symbol of professionalism and the commitment for the cause of improving education made this project successful despite of the challenges encountered while implementing it. The challenges provided opportunities for the proponent and other members of the project team to be creative in considering options before making decisions, thus strengthened their skills in managing projects. In ensuring that the three deliverables that were achieved can be sustained, the following activities shall be implemented: 1. Utilization of the developed localized activity sheets for school year 2018-2019 in the following elementary schools under the fourth (4th) quadrant; Mapagong, Latian, SOuthville VI, Turbina, Parian, E. Barretto Sr., Putinglupa and Looc and training on reading cum utilization of localized activity sheets in priority schools of the division having reading problems. With the developed localized activity sheets per reading level, the number of non-readers and struggling readers is expected to decrease and will ultimately be eradicated while independent readers are expected to increase yearly. 2. Coordination with the school principal as to the preparation of class program and the scheme to be adopted in teaching reading using the localized materials 3. Constant monitoring, provision of technical assistance and evaluation of schools that utilizing the developed localized activity sheets. 4. A feedback mechanism that provides a true picture of the effect of the localized activity sheets in improving the ability of learners will be installed to provide immediate and appropriate technical assistance to heads of schools utilizing the developed localized activity sheets to ensure that it will be implemented as planned. 5. Conduct comparative analysis of learners' performance in grades 1, 2, and 3 using the quarterly test result and Phil IRI in schools using the localized activity sheets for three school years to determine its effectiveness. 6. Use the results of the comparative analysis to improve the localized activity sheets. 7.
