Presently, the COMELEC through the Education Information Department manages voter's information campaigns and activities, nationwide, conceptualize, disseminate the Info materials. During election period, they delegate to the Field Offices through the Election Officers to conduct voters education in their respective cities/municipalities. However, due to the voluminous activities that is mandated as preparation for elections such as cleansing of voters list, compliance with numerous reports, training of teachers, among others these is not priority. Hence, the voter's education is done as compliance with a limited participation and sometimes neglected considering the lack of manpower in managing the election. The intervention of the ReP seek to address this gap. The voter's education should be sustainable and make an impact to the voters particularly to the youth having majority in the voting population. The innovation that the ReP introduce is to let the Youth partner not just the beneficiary of the voters education. As co-owner they will be capacitated and empowered voter well informed on their choice during elections. First, the COMELEC represented by the Scholar and the Election Stakeholders representatives from PPCRV, NAMFREL, LGU Virac, Department of Education acted as facilitator and enabler in capacitating the Youth Representative of the Catanduanes National High School do to us follow: 1) To determine for themselves their needs, "What they want to know about election and their right to vote? 2) To determine the content of the Module; 3) To research and learn from the Stakeholders the concept of election and other relevant topics; 4) To draft and finalize the Module; 5) To teach the Module to their Fellow Youth; 6) To disseminate their learning in their school publication. The Module entitled; ""Gabay sa Pagboto sa mga Kabataang Botante ng Virac" is the major output of the ReP which was presented and submitted to the Division of Catanduanes. This Module will be incorporated in the curriculum of Araling Panlipunan. as committed by the Division School Superintendent and its dissemination as part f Youth Activities as per commitment of LGU Virac through its Vice Mayor.
