Summary: Local Government Unit Scorecard is one of the policies of the government that measures the performance of a Local Health System. It is made up of performance indicators and targets that determine the progress of the health reforms undertaken by the Local Government Unit. However, consensus of stakeholders in the Local Government Unit sees the existing LGU Scorecard as a necessary tool for transparency and accountability but incomplete to assess their performances. This study used an evaluation type of research design focusing mainly on the content, attainment of its objectives and impact of the LGU Scorecard. The locale of the study was the Province of Laguna and the unit of study were selected through purposive sampling and made up of Developmental Management Officers, Program managers and Municipal/City Health officers.
