With the gradual shift of comparative advantage to more skill and knowledge-oriented industries, the demand for highly educated specialists, engineers, and technicians has been increasing. In reality, however, mismatches in the labor market have become an acute issue because human resources development (HRD) is a time-consuming process and the education and training systems are not usually flexible enough to adapt to new industrial circumstances." -From the book
