However, manually retrieving a specific written guidelines from its current paper-based collection of pertinent issuance and other related documents is slow. It takes, on the average, ten (10) minutes to one (1) day to retrieve the relevant information. Such retrieval time eventually results to low level of efficiency and effectiveness of service delivery. With the computerization of DBM - ROCAR's repository of documents through the establishment of a computerized system known as "Virtual Reference Shelf," information retrieval time could be reduced to just an average of two (2) seconds. With this system in place, the DBM-ROCAR would be able to save time ans resources thus improving the level of efficiency and effectiveness of its operations.
