Summary: The Philippine dairy industry is still in the development stage but some promise of accelerated growth is forthcoming as there are numerous agricultural entrepreneurs showing greater interest in joining the industry or have already developed their dairy farms. The identified significant issue in this paper is the production of dairy stocks, since it is the single most important reason why the industry is not developing rapidly. Three policy options are explored with the objective of determining which one is the most feasible for the accelerated production of the dairy stocks. These are the private sector-led importation and production, a partnership farm program, and the government-run dairy stock production farm. Projections have been developed for a ten-year period and it shows that the partnership farm program and the government-run dairy stock production farm provide the highest return for the National Dairy Authority. For the government dairy stock production, the issue is mainly on the availability of government lands that may be used for the purpose of establishing a dairy farm and the inherent inefficiency of the government procurement system. The partnership farm program has been proven to be more viable than the other two options as the cost of producing the pregnant heifers are more acceptable and an income may be realized from the sale of the animals to prospective dairy farms. In conclusion, it is necessary to develop a partnership farm with private sector partners since it will be cost efficient. The income stream comes from milk and dairy stock production will be valuable in funding NDA's programs. There is also a need to run parallel programs like the herd testing program to truly address the issues of adverse selection. The private sector should be continuously encouraged to invest in the dairy industry through information campaigns on the viability of dairying as an agri-business with the existing incentives. Some statues need to be amended to improve the existing incentives.
