Summary: The Philippine Government seriously aims at delivering affordable and quality service to the populace, especially to the marginalized and underserved sectors of the community. One of these important health services is the Tuberculosis- Directly Observed Treatment Short Course (TB-DOTS) Certification. The government wants to assure all health seekers that TB- DOTS centers will provide them safe, effective and quality health services that meet the core standards of TB care set by DOH as stated in AO.2006-0026-A. However, the current implementation of TB-DOTS Certification faces issues and challenges that affect the successful delivery of its goals that has led to failure in the effective provision of quality health services to the clients and customers. Implementation gaps have been noted as evidenced by the long process and delays of submission of accomplished Self- Assessment Form (SAF), delays in feedback giving, regarding the application and certification status; communication gap between the technical assistant providers and regional certificates that facilitate compliance with the set of standards and criteria; and lack reality available and updated online data base on the status of the registration and issuance of certification. Updated and timely information on the status of DOTS certification to PhilHealth will facilitate accreditation of the facility to the OPD-TB DOTS Benefit Package. The current process also shows lack of customer's information of the free and quality TB DOTS services available in their locality thus, they just accept what is given to them. The scholar suggests an innovation in the implementation of the TB-DOTS certification process to address the problems and issues she has identified. This innovation will benefit both public and private facilities. This project, which proposed for the implementation of an online TB-DOTS certification system, will expedite the whole process. The project was carefully evaluated using the five criteria: effectiveness, efficiency, social equity, public support and administrative feasibility. It will address the gaps and challenges that have been identified thereby improving the accessibility of a quality, affordable, accountable system that will ensure transparency in its operation for the benefit of the public.
