The Department of Social Welfare and Development is mandated under RA 9994 signed by President Gloria Macapagal-Arroyo on to provide social pension stipend to indigent senior citizens. It has been observed that the disbursement of social pension stipend is conducted manually during pay-out which causes strain on the beneficiaries and creates administrative concerns such as increasing magnitude of social pensioners which impacts on updating of records, preparation of payroll list, double payments, replacements of beneficiaries, among others. Social pension, as an economic solution to the needs of indigent senior citizens, requires a more socially responsive and relevant approach that recognizes and upholds the value of human dignity. The database case management, system as a tool, would address not only administrative issues in payments of social pensions but also satisfy other relevant needs of the client, including the referral and evaluation of services rendered. These can be addressed through a database mechanism that is socially relevant, technically proficient and attuned to the needs of the time.
