Summary: The Re-entry Project (ReP) aims to provide an option in facilitating the NEDA-Investment Coordination Committee (ICC) project review and approval process through the utilization of information and communications technology (ICT). With government promoting the Public Private Partnership (PPP) for development projects to sustain economic growth, it becomes imperative that a mechanism utilizing information technology to expedite the project evaluation process be put in place. The main output of the ReP is the recently completed Collaboration System for Project Appraisal (CSPA), which offers the benefits of (1) shortening the time required to disseminate information on project proposals to all concerned NEDA evaluating units/personnel, and (2) consolidating inputs in the preparation and completion of the Project Evaluation Report (PER) in the ICC process. The CSPA will enable NEDA to improve the performance of its mandate towards efficient and effective collaborative practices in project evaluation, approval and monitoring. The features of the completed CSPA system eliminate the sequence and physical transfer of data/information since it can be made simultaneously accessible by authorized persons. The CSPA also allows collaborative work on project appraisal and PER preparation, where inputs to PER and monitoring of PER status can be performed in real-time by any authorized person, anywhere, provided that internet connection is available. The CSPA can be linked also to existing databases and information systems on investment programming to improve NEDA's monitoring of development projects. Eventually, the concept and design of CSPA will be rolled-out and replicated to the other functions of NEDA requiring information and document transfer and stringent approval workflow processes. This includes the analysis of proposed government Bills and Policies, and the formulation and updating of the Philippine Development Plan (PDP) and Public Investment Progam (PIP), among others. This Report has enumerated valuable lessons learned during the planning and actual implementation of the ReP. It also identified primary next steps for the full utilization of CSPA. Lastly, this Report provided some recommendations for the Public Management Development Program (PMDP), Public Managers, and Public Management in light of the experiences of the Author in the PMDP residential training at the DAP Conference Center in Tagaytay City and during the ReP implementation at the NEDA Central Office in Ortigas Center, Pasig City.
