Summary: Local Water Utilities Administration (LWUA), is primarily tasked to develop Water Districts (WDs) and Rural Waterworks and Sanitation Associations (RWSAs) into assistance towards being a viable, effective and world-class organizations. LWUA's task management advisory, public relations and marketing training in operations and policy formulation, water rates formulation and evaluation and regulatory assistance is the primary target of this Re-Entry Project. These functions are rendered by its Frontline Officers knows as Water Utilities Development Officers (WUDOs) and who have direct access to the LWUA's clients. The enhancement in the delivery of LWUA's services through these WUDOs was first thought of as a very risky undertaking considering factors such as, very low morale of the agency personnel brought about by reduction in its monthly compensation/benefits which is at present the subject of a court case, the threat of having to return the various benefits previously received in good faith and with legal basis, the indifference of some agency and resulted in the delays of action on the various requests of the WDs/RWSAs, the lack of training and compared with the capacitated and updated officials and staff who are regularly sent for local and international trainings which all the more proved that "Knowledge, rather than money, is now widely recognized as the key resource for development and success" (Malek Shah Bin Mohd. Yusoff).
