Summary: The Re-Entry Project entitled "Project SPEED Assistance for Local Infrastructure and Development in Region 2 (System of Project Evaluation for Efficient Development)" was conceptualized primarily to address the issue on the limited number of local infrastructure and development studies ready for investment by local government units (LGUs). Particularly, it aims to provide a web portal that increase the collaboration between the private sector and the LUGs with technical assistance from National Economic and Development Authority (NEDA) and the Public-Private Partnership (PPP) Center. The system also assists and enables an LGU to formulate an effective project proposal through the use of an online Project Development Information System (PDIS) module and to promote local economic development through infrastructure development using available financing assistance. It is aimed to be a vehicle for the regional implementation of the DILG;s new program for LGUs dubbed as "Public-Private Partnership for the Peoples Initiative for Local Governments" or LGU P4 to create a strong alliance between the government and the private sector in fast tracking infrastructure development projects and improving public services. The ReP was implemented in collaboration with on- the-job training (OJT) students from the University of St. Louis Tugergarao (USLT) and the different divisions of the NEDA Regional Office 2 (NRO 2). Despite problems encountered during project implementation, the ReP was able to deliver the intended outputs, namely (1) to facilitate the collaboration and cooperation among DILG, PPP Center, DOF-Municipal Development Fund Office (MDFO) and NEDA through a Letter of Commitment (2) to establish an online platform for local development financing program promotions and projects collaboration; (3) to develop a functional web-based project development information system; and (4) to produce a User's Manuel (draft) for Project SPEED. The Project SPEED Web portal includes financing windows from DOF- MDFO, Official Development Assistance (ODA), and government Bank of the Philippines. It was designed to be collaborative among the different stakeholders by integrating a chat module and contact forms for faster and speedy project evaluation and for communication in real time. Meanwhile, the eproject speed online PDIS was designed with due consideration to the different aspects of project development and evaluation which are being currently used by the PPP center and DOF-MDFO. The module can generate two types of project documents- Project Proposal and Pre-Feasibility Study- but is limited for now for a Level 3 Water System project type. The system was tested operational using the PPP project business proposal of LGU-Baggao in Cagayan Province. To ensure the sustainability of Project SPEED, it is being recommended that it be institutionalized by integration it into the work program of the NEDA RO2 PDIPBD. Likewise, the Letter of Commitment should be upgraded to a Memorandum of Agreement (MOA) among the key players DOF-MDFO, DILG. PPP Center, and NEDA RO2. The Union of Local Authorities of the Philippines (ULAP) should also be included in the MOA.
