Summary: To achieve MDG 5, which is the reduction of MMR to only 52/100,000 by 2015, the Philippine government through the DOH has issued the MNCHN AO 2008-29 wherein one of the program strategies is the organization of Barangay Health Teams. San Isidro in Surigao del Norte is a municipality with poor program performance in maternal health for the past several years, and it has actively organized BHTs from the 4th quarter of 2009 to early 2010 to facilitate the full implementation of the MNCHN AO amidst limited local resources. The objective of this APP is to assess the impact of municipal-wide organized and functional BHTs which utilize health promotion through social mobilization for the overall improvement of maternal health. RHU records on maternal mortality and maternal care program performance using the standard DOH FHSIS indicators were reviewed to determine pre (2005-2009) and post (2010) intervention status in the municipality. Data analysis shows a significant improvement in the FHSIS indicators that even surpasses national program targets. This significant improvement is due in large part to the acceptance and a sense of ownership of the MNCHN program by the community itself. Thus, the BHTs have been effective in fulfilling their purpose of promoting and improving maternal health through the empowering mechanism of social mobilization.
