The coverage of the sponsored members in Mahatao, an assessment of whether an increase in utilization is achieved, what gaps are identified in the non-utilization and production of results-based framework are the aims of this study. Document reviews, key informant interviews and observation were done to be able to answer achieve the objectives. The study has identified the level of coverage of the entitled sponsored members in Mahatao, Batanes to be 40%, and of these, 28.98% are among the poor and near-poor. Utilization of these entitled members average to only 32% during the 10-month study period. Communication and information gaps as well as geographic accessibility, affordability, availability and acceptability are some of the barriers identified. The Results-Based Monitoring Review and Framework shall to serve as a guide in order to refine activities in the implementation of the PCB1.
