In the local setting, availability of health services is limited due to several factors affecting the provisions of resources. In the setting of primary hospitals being managed by local government units the main problem was the lack of support and inadequate funds to provide health services. In the attainment of Millennium Development Goals of reducing maternal and neonatal care one of the major strategies in the promotion of facility-based delivery. In attaining this goals assessment of the capability of Natonin Community Hospital on facility-based delivery entails a multi-stakeholders support system. Data gathering using MNCHN survey tools, document analysis and personal observation was employed to identify capability of NCH as BEmONC provider. After identifications of the different problems several intervention were implemented. The study was able to identify the different problems and proposed several interventions however the author did not establish a good stakeholder's support system due some political issues.
