Summary: In 2000, 189 countries signed the United Nations (UN) Millennium Declaration which was translated into eight Millennium Development Goals (MDGs) which are set to be achieved by 2015. The Aquino Health Agenda was created in response to this call. It provided for three strategic thrusts to achieve Universal Health Acre or Kalusugan Pangkalahatan (KP). KP also aims to ensure that "as the implementation of health reforms moves forward, nobody [is] left behind". Five years after creation of KP, achieving it still remains to be a challenge in the Philippines, given its geographical set up wherein most municipalities and provinces are separated into islands, coupled with other factors such as devolution, limited budget for health and lack of human resources. One of the inequalities that municipalities in the Philippines face is the inadequate supply of Human Resources for Health. This is where health volunteers come into play and have become an integral part of a devolved health system. BHWs are considered to the frontliners in delivering health care services in the field. They have three major functions in the community which are the following: 1) as a health care provider; 2) as a community organizer; and 3) as an educator. For years now, BHWs active participation in delivering health services have been a practice in the Philippines however, in the local setting, BHWs are most of the time demoralized and non-motivated. It has also been observed that they suffer rapid turn-over. Incidence of rapid turn-over of BHWs to political affiliations is the main cause of termination of trained and accredited BHWs their tenure is placed under the mercy of the politicians. Hence whenever there is a change in administration, there is a consequent change with the line-up of the BHWs. This now therefore hampers health service delivery most especially in far flung barangays where no health professionals are stationed.
