Summary: The health human resource is one of the six building blocks for the health system to work effectively. Their number serving in a community has improved the access and efficiency of primary healthcare. However, the performance of health workers is not commonly studied in the grassroots level and how the organization could be strengthened by crossing the obstacles of political interruptions and lack of support. And so, the study sets its focus on the mainstay allies of the community health, the barangay health workers (BHWs). The factors that affect their performance as health volunteers, the gaps that needs to be addressed in order to formulate interventions that would make their organization capacitated, dynamic and sustainable. Findings have shown that in order to strengthen the organization, there must be an implementation of the system of registration and accreditation of BHWs, and also to formalize their organization through national registration. The most effective ways to bring BHWs to perform is to supervise their activities regularly and capacitate them through lectures and skill training. The system of performance evaluation can be of help to really gauge the competencies and the gaps of teaching approach. Lastly but co-equal with other interventions, is to sensitize public officials to health leadership and governance, making them more responsive to health concerns and sustainability of human programs. Recruitment of additional BHWs, policy on BHW retention and termination, and additional financial supports from Philheath claims and municipal budget, are also the ongoing interventions.
