Summary: The "Sustainable Instructional Supervision through Professional Learning Community" is a Re-Entry Project (ReP) conceptualized as a result of learners' decreased performance in the National Achievement Test (NAT). The strategies were designed towards enhancing the basic education services through improved and sustained instructional supervision in a Learning Action Cell (LAC) and through developing the culture of Professional Learning Community (PLC) among School Heads. It intensified the implementation of School LAC pursuant to DepEd Order No. 35 series of 2015. It produced four deliverables namely (1) LAC Guidelines for School Heads, (2) conduct six (6) LAC sessions, (3) instructional supervisory plan template and tools for monitoring and classroom observation, and (4) an Institutional Partner (IP) endorsed Capability Building Program for School Heads. Members of the Project Management Team led the implementation of the project. Deliverable 1 is a LAC guidelines crafted by school heads during their first meeting. It was based on DepEd Order No. 35 series of 2015 with some additions based on school heads' needs and schools' geographical location. These include time and frequency of the meeting, learning methods and the behavior of members during the LAC. The crafted LAC Guidelines were used in the conduct of succeeding LACs for school heads. Deliverable 2 is the actual conduct of LAC for school heads where they adopted the crafted LAC guidelines. The LACs were conducted in different elementary schools. The outputs of the actual LAC sessions include instructional supervisory plan templates and tools for monitoring and classroom observation. Deliverable 3 are the contextualized instructional supervisory tools which were the outputs during the LAC. The tools were not yet piloted. The supervisory plan will serve as guide for school heads in providing technical assistance to teachers. Likewise, the crafted monitoring tool will help school heads track the reports that teachers should prepare and submit. It will make the school updated in the submission of necessary reports to the Division Office. The crafted classroom observation tool is a supplemental observation tool to the Results-based Performance Management System (RPMS) - Classroom Observation Tool (COT) of the DepEd Central Office. Supervision will become more effective and efficient with the aid of this tool. Deliverable 4 is a capability building program crafted based on the needs of school heads aimed to capacitate them in the use of supervisory plan template and the actual conduct of instructional supervision. The ReP introduced strategies that improve the overall productivity of the school and DepEd as well through the conduct of LAC for school heads. It is relevant in the sense that it supports the mandate, vision and mission of the Department of Education (DepEd). It is likewise responsive to the needs of the schools and are grounded on the school's local context and setting. It innovated the conduct of LAC in the school level by elevating it into the level of School Heads. It also promoted collaboration among the different units of the Schools Division Office of Romblon such as the Curriculum Implementation Division (CID), School Governance and Operations Division (SGOD) and the Office of the Superintendent, Supervisors from the CID gave inputs on the different supervisory tools, personnel from SGOD particularly the Human Resource Section helped in the finalization of the Capability Building Program for School Heads while the Office of the Superintendent approved the project's implementation and its inclusion in the 2018 HRTD Fund allocation. It produced visible results through the different deliverables completed. It was doable and replicable because it requires small amount of resources in terms of money and it has procedures that are easily to follow. The ReP deliverables will improve school heads competence in instructional supervision which in turn will have a significant effect on teachers' teaching performance and eventually on learners' performance such as an increase in the mean percentage score in the NAT. The ReP is sustained through the enumerated recommended steps for ReP sustainability which include piloting and validating the different ReP outputs, issuance of Division Memorandum institutionalizing LAC for School Heads, conducting search for Most Outstanding LAC for School Heads implementer, conducting LAC and Instructional Supervision Summit and creating web site where information and materials for the conduct of LAC for School Heads and instructional supervision can be downloaded.
