Summary: The popular outcry of the Commission on Elections has always been to "Go-out and Vote" which logically exhibits its primary function as an election management body. It is of equal importance, however, that the COMELEC promotes voters' registration. Hence, this project which focuses on registration since the right to vote can be exercised only on the basis of the registration of citizens to become voters. Additionally, then, the outcry should also be "Go-out and Register". The timing for the project proposal and implementation is impeccable as one of the strategic objectives in the COMELEC Strategic Plan 2017-2022 (COMSTRAT 2017-2022) is Voters' Satisfaction. One Key Performance Measure is to achieve a 100% registration of voter-qualified citizens by 2022. An objective shared by the Re-entry Project entitled "Comprehensive and Inclusive Registration of Voters (CIRV) in the Third District of Quezon City." The very essence of Project CIRV is to lessen the gap between the number of registered voters and those who are eligible to vote but did not register. This objective of giving a maximum opportunity to register in order to have a comprehensive and inclusive list of voters will be achieved by going directly to the would-be registrants through a house-to-house distribution of Registrations Kits. The Registration Kit is an instrument to inform would-be registrants of the importance of registration and the value of voting. In the development of the kit, the CIRV pamphlets on registration was thoroughly studied, underwent close scrutiny of different individuals and groups to ensure that the materials produced are easily readable, in form and substance, complete, and holistic. The primary critique and contributors in the development of the Kit are the local barangay officials; the youth sector or the barangay student scholars; the Quezon City Gender and Development (GAD) Focal Person and the NAMFREL Heads. On the other hand, to ensure receipt of the Kit by the target registrants, the delivery of the registration kit was done through house-to-house distribution which was participated by volunteers like the Alternative Learning System (ALS) Mobile Teachers of the Department of Education, Barangay Student Scholars and the local Barangay Officials. In the evaluation of the results of the project, it can be deduced that there are more women who did not register than men. On the number of respondents who did not registers on the basis of age, a greater number of respondents who did not register are from the youth sector. The top 5 reasons why these respondents did not register are (1) I have no time to register, (2) I have no valid ID as required by COMELEC, (3) I do not know where, when and how to resgister, (4) Long process of registration and long queue in COMELEC offices, and (5) Inaccessibility of COMELEC offices. These reasons for non-registration are reluctance because of lack of information on the fundamental facts about registration. An easy cure is to popularize the registration procedure so that all people of registrable age become familiar with the registration process. This shall be the function of Project CIRV where an IEC material is produced for voter's education which will entice citizens to register and vote. The incentive driver of the project which is the increase of registration, the cost of the project being minimal, and the method of implementation is doable - Project CIRV can be adopted by the agency as a policy and incorporate that same as an additional task prior to registration. Also, the partnerships with the Department of Education, the Local Government Unit and the Department of Interior and Local Government which is already established by Project CIRV may be institutionalized by tapping the resources and expertise of these partner agencies in advocating voter's awareness and education on registration and voting. A formal agreement to ensure collaboration between the Commission and these agencies will be fostered which partnership will ultimately redound to the benefit of every Juan and Juana in the country.
