Summary: This capstone project aimed to provide an e-government solution to improve access of aspiring interns to the Government Internship Program (GIP) while enhancing the efficiency and overall productivity of the Department of Labor and Employment XI (DOLE XI). GIP is a flagship program of DOLE XI, it is an employment bridging program that aims to shorten youths’ school-to-work transition by providing trainings and experience in public service. GIP implementation in DOLE XI was facing challenges as it needed to adjust the changes brought by the public health crisis and digital acceleration of the fourth industrial revolution. According to a survey conducted in the third quarter of 2022, among the concerns raised by GIP beneficiaries about existing process of implementation were application expenses, time spent, application status monitoring, and lead time from application to approval. DOLE XI as the program implementer has no standard communication method to reach applicants regarding their application status, which usually requires exhausting all possible means in order to ensure successful messaging. Using multiple communication medium accelerates consumption of the organization’s resources which could have been prevented if process was already streamlined. The GIP Online System was designed and developed considering the needs of both aspiring interns and the program implementers. With respect to system functionalities, the online submission of internship applications and documentary requirements was prioritized, along with providing aspiring interns with information about the possible office of deployment and their application status. The developed GIP Online System was evaluated using the tool introduced by the project management team. After executing the test cases and correcting technical errors encountered, the system was able to meet the expectations and therefore was considered functional. Furthermore, the computerized system was found to be more efficient than the manual process, requiring no submissions to the DOLE XI Office, and took only 7 minutes to file the internship intent online. Finally, the application evaluation took only 11 minutes on average, which was more efficient than when it’s done manually.
