Summary: This paper attempts to address the need for an integrating framework for measuring national productivity. Said framework should link firm level with industry level productivity measurement. This is part of the strategy to sustain the gains of the Productivity Measurement and Analysis Project (PMAP) and help respond to the emerging concern for international productivity comparisons. It is divided into two parts. Part I is the conceptual framework and Part II, the operational framework.
