Summary: Crafting an LGU extension agenda and programs (EAPs) is of great importance to the Agricultural Training Institute (ATI) as it fulfills one of its core functions in the formulation of a Regional Extension Agenda and Programs (REAP). The Re-Entry Project (ReP) was able to trace the lack of a well-developed collaborative mechanism in crafting EAPs at the provincial and municipal levels. This gap demonstrates the need for the end beneficiaries (farmers, fisherfolks, rural women and youth and the rural-based organizations) the chance to participate in programming, implementation and evaluation of local programs, projects and activities resulting to a wider sense of ownership. The interventions recommended to address this performance gap were: 1) Capaility-building of Extension Workers on Participatory Planning in selected 25 Provinces, and 2) Institutionalizing Collaborative Mechanism in Crafting Provincial and Municipal Extension Agenda and Programs. These interventions served as a means to advance the current condition of the LGUs in preparing their plans and programs to an authentic participation of stakeholders. This process of engagement connected the mutual interest of all stakeholders based on their needs and their joint capacities to work together which eventually enabled them to share decision-making in planning and implementation of programs, projects and activities. The ReP is guided by the Philippine Agriculture and Fisheries Extension (AFE) Strategic Plan for 2011-2016 in response to Goal 3 of the Philippine Development Plan which is the "Policy Environment and Governance Enhanced." In order to contribute to Goal 6 of the Philippine AFE Strategic Plan on "Improving the Quality of AFE Governance," the ReP is expected to come up with new modalities to support the formulation of an LGU EAPs which in turn will contribute to a Regional EAPs. Four deliverables of the ReP were accomplished: 1) Provincial and Municipal Profiles of the pilot areas, 2) Prototype Stakeholder-Driven Provincial and Municipal AF Extension Agenda and Programs, 3) Well-documented Collaborative Mechanism Model, and 4) 25 Provincial Action Plans prepared. Four Focused-Group Discussions (FGDs) on Institutionalizing Collaborative Mechanism in Crafting AF Extension Agenda and Programs in Rizal Province, Antipolo City, municipalities of Teresa and Cardona were conducted. Twenty-five (25) Provincial Action Plans prepared specifically by the representative of Rizal Province served as the springboard in the conduct of the four prototype FGDs in Rizal. For the remaining months of the year until 2015, the Memorandum of Agreements (MOAs) for the other two deliverables, 1) MOA of 25 Provinces and 2) MOA of Pilot Areas will require further action given that the MOAs have already been drafted and circulated during the ReP implementation.
